Depends on age and state laws, who and where you're buying it. Some states say must be of age to buy vehicle, otherwise will investigate title transfer of a juvenile. A couple noted to require a license for vehicle purchase just to verified no court ordered blocks to vehicle purchase- as Habitual Traffic Offender status here. If you don't need to do title transfer- as in offroad bike- and you have cash for a private purchase then no real problem, locally some 14 year olds have gotten dirt bikes for their off road racing. But your question implies purchase from dealer? Or a title transfer situation? and you have no license- Why? under age? license pulled for accident with no insurance? Drunk driving? Something incomplete about your question. |

It's a motorized vehicle and any vehicle that you drive on the road you are required to have a license. Even a moped. |

No, you do not need a license to buy one. You need a license to drive a motorcycle legally on the road. You do not need a license to drive on a track or a racecourse. |

You don't need a license to buy any motor-vehicle. You must be of age to attain one or have someone who is of legal age to purchase it for you and they must put it in their name until you are of legal driving age. You only need a license to operate a motor vehicle. |
