There is no such thing as a "100cc moped ". The word 'moped' is a legal definition that refers specifically to the engine capacity - i.e. less than 50cc. At the age of 16, you can only ride a motorcycle or a scooter that has been designed and built with an engine of less than 50cc. You cannot "restrict " a 100cc engine to 50cc. That concept is against the laws of mechanics.

No. You can't change the displacement from 100 to 50. You must have a motorcycle license in all 50 states to ride that on public roads. Anything anybody else tells you is wrong.

No at 16 years old you are only allowed a bike / moped with a max engine size of the so called 50cc variety. This restriction only applies to on road use

It doesn't work that way, the cc refers to the swept capacity of the engine - the amount of space affected directly by the pistons. You can't change that with a restrictor! Restrictors affect the amount of power the engine is able to make, either by limiting the air flow into the engine or how far you can open the throttle. Stick to a 50cc machine for now.

Look the clue is in the capacity 100cc isn't a moped it is a motorcycle 50 cc isn't a moped it is a motorcycle 49cc OR less and restricted to 30 mph and 2.5 bhp and designed and built as a MOPED is a MOPED!!! IT IS A DVLA criteria under construction an use. So you can't restrict ANY bike to a moped... You can De restrict a moped into a motorcycle and even return it back BUT not turn a motorbike into a moped... Even if you buy a 33cc engine and put it onto a pedal cycle it will be a motorbike and even So you'd have to be 17 to ride that Sorry you are not going to get the answer you want SORRY!!
